Tax-free shopping in Portugal, step by step

Tax-free shopping in Portugal is a purchase-and-departure process, not a discount automatically attached to a foreign passport. Arrange it in the participating shop, keep the goods and documents together, then follow the procedure for the airport where you actually leave the EU.

In short

Tax-free shopping in Portugal is for eligible travellers whose habitual residence is outside the EU, buying personal goods to take out of the EU. The legal minimum is €50 per invoice excluding VAT. Arrange the seller’s paperwork when buying. At departure, keep goods available for customs; checked luggage and hand luggage follow different sequences.

Before you leave

Your departure checklist

Choose where the goods will travel. This checklist stays on this page only: no documents, passport details or personal information are collected. Check a step only when you have completed it.

Start with residence and the purchase

The rule concerns habitual residence outside the EU, not simply the nationality printed on a passport. Purchases must be for private use and carried out in personal luggage. Portuguese legislation excludes invoices below €50 net of VAT; that is an invoice threshold, not a total made by adding unrelated shopping receipts.

The goods must leave the EU by the end of the third month following purchase. Confirm your transaction with the participating seller and the Tax Authority if your circumstances are unusual. This checklist helps organise steps; it does not decide legal eligibility or calculate a refund.

In the shop: arrange it before paying

First ask whether the shop participates and which refund operator handles its transactions. Show the officially accepted identity and residence evidence to the seller, not to Lisbonline. The seller records the transaction and gives you proof with a registration code.

Check the document while you are still there and ask how any guarantee or refund will be handled. Put the invoice and registration proof with the purchase. A normal card receipt alone is not the same as completed tax-free paperwork.

Keep the goods unused and available

Lisbon Airport’s guidance distinguishes goods you are taking home from things consumed during the trip. Hotel stays, restaurant meals and products already used here do not qualify under that guidance. Do not open or use a purchase while planning to present it as an unused export.

Pack so the goods can be shown if customs asks. Keep the identity document used in the shop, boarding pass, invoices and registration proof within reach. The photograph is a Lisbon city setting, not a photograph of an airport customs facility.

Checked bag or hand luggage? The order matters

For a checked bag, tell the airline check-in agent you have tax-free goods. Obtain the boarding pass and bag tag while keeping the bag available for customs inspection. Do not hand over the relevant goods before completing the required validation step; follow the airline and customs instructions for bag handover afterwards.

For hand luggage, Lisbon Airport directs travellers to the e-Taxfree kiosk after security, with goods and documents available. Green indicates successful validation; red means going to customs. Leave time for inspection and the rest of your departure rather than assuming the kiosk will take a fixed number of minutes.

If your final EU departure is elsewhere

A flight from Lisbon to another EU airport is not automatically your final exit from the EU. The Tax Authority says to obtain the procedure from customs in the member state where you actually leave. The Portuguese electronic system applies to Portuguese purchases when leaving through Portugal.

Check the full itinerary and the way your luggage is checked through before departure. Ask the relevant customs authority how the goods will be available for inspection. Do not guess that a connecting airport or an airline bag tag removes the export-validation requirement.

Validation comes before the refund

A successful customs check and payment of the refund are separate steps. Follow the operator named on the paperwork for its counter or validated-document submission process. Keep a copy of what you submit and its reference so you can follow up with that operator.

The Tax Authority’s leaflet explains that administrative costs can reduce the amount reimbursed. Do not budget for the full VAT shown on every receipt or treat a green kiosk result as proof that money has already reached your account. For a disputed or unusual case, use the seller, refund operator and customs authority named in your transaction.

Quick answers

What is Portugal’s tax-free minimum purchase?

Article 2 of Decree-Law 19/2017 excludes invoices below €50 net of VAT: the legal minimum is €50 excluding VAT per invoice. The seller must confirm the qualifying transaction and other conditions; this is not a gross-price or mixed-receipt total.

Does a non-EU passport automatically qualify?

No. The rule is based on habitual residence outside the EU and qualifying personal goods exported under the scheme. Give the participating seller the officially accepted identity and residence evidence.

Should I check my tax-free goods into the hold first?

Tell the check-in agent about them. Obtain the boarding pass and bag tag while keeping the goods available for customs validation, then follow the instructed bag-handover procedure. Do not send the goods away before a required inspection.

What if I leave the EU through another country?

Ask customs in the member state of your final EU exit about its procedure and the availability of your goods for inspection. A Lisbon-to-EU connecting flight is not itself the final EU departure.
